The Old Jaffa Development Company was founded in 1961 by the State of Israel and the Tel-Aviv-Jaffa Municipality with the goal of constructing and renovating the Tel Jaffa area (that was also known as the "Large Area"), a zone which was a breeding ground for crime, prostitution and drugs. The company was founded as a mixed company: half of the shares are held by the The company is an independent legal entity and is classified as a business company. Concomitant with the founding of the company, the 606 master plan for the Old Jaffa area was approved, which classified it as an architectural reserve. The guiding approach was to renovate and repair the structures in the old city while preserving their nature and harmonizing it with the scenery. The intent was to attract a new population and transform the area into a center for tourism, recreation, and art. Another stipulation of the plan was that only artists would be eligible to reside in the zone. The company holds rights to the majority of assets in the compound that were either transferred to it from the development authority, or are on lease from the Armenian Patriarch and the The company's current budget is based on its own earnings and it does not receive increments or supplements from the share holders. Since one of the company's primary missions is to manage a historical and tourist site, it does not view operating profit size as the primary objective and prefers to allocate most of the profit to improving and developing the compound while maintaining its uniqueness and style, as well as initiating and producing cultural and artistic events.
